 Heartland Futsal League Information/House Rules


Venues
Heartland will use New Century Fieldhouse, MAWC and Roeland Park Sports Dome.


To keep the playing surfaces clean and dry, please instruct your players not to wear dirty or wet game shoes into the facilities.

Referees
Heartland is the only US Soccer affiliated futsal league in Kansas City. We use only US Soccer futsal - certified officials to call our games, assuring the game is played the way it should.

Participating Teams
Heartland Futsal league is the largest youth futsal league in the United States. 

Age Divisions/Groups
Boys & Girls U8 - U19 Heartland Futsal reserves the right to drop or combine divisions or age groups.

Team Registration
Registration will open in September and close October 3, 2023.

Season Play
Games begin November 18 and the season ends in February, 2024. Heartland plays its games on Saturdays and Sundays - Fridays may be added.  Due to the combined league size and composition the customary schedule could affect the target plans. The schedule is dictated by the court times we secure from the facilities as well as coach/team conflicts.

Teams will be scheduled to play 8 games

Conflicts
When you register your teams, you will be allowed 6 conflicts.  No games Thanksgiving weekend, December 23 - December 31 or February 17 - 18.   

IMPORTANT COACH INFORMATION
There is no coaching license to coach a team. Any adult who is registered with the team as a coach or manager can sit the bench.  Both coaches and managers MUST have a current USYF background check on file. Background checks are good for ONE season (August through July). This is a great option for teams with outdoor coaches who want to take a break, but still want their teams to have fun and play.  All team officials will be required to complete a background check through the USYF registration system.

Coaches with multiple teams
Heartland will try to accommodate coaches with multiple teams by avoiding scheduling conflicts. We encourage you to split your outdoor teams into two futsal teams. Players can double roster on sister teams. Sister teams will not play each other.

Game Scorecards
Heartland Futsal will provide game sheets for each game.  Each team will need a team official available to manage the score table.

Competition Format & Rules
Official futsal FIFA Rules and Regulations as stated under the Laws of The Game will be enforced. Exceptions are noted below under House Rules.

Important Changes to House Rules from previous years
The goalie pass back rule will be played at all age groups. Once the keeper touches the ball, they can not play the ball again until ball is touched by an opponent.

No heading allowed for ages u11 and below.

League Fees
$750 per team.

Player Registration Fee - All players must be registered with USYF.  The fee is $13.50 per player and is completed on line only.  When the team manager adds a player to the futsal roster, the family will receive an email to accept and register the player with USYF.

Player Cards
Heartland will institute the use roster cards.  The card must include pictures of each player.

Players/Sister Teams/Double Rostering

  1. A sister team is created from an outdoor team that split into two or more futsal teams. Both teams MUST play in the same division in order to share players. 
  2. Players can double roster or play as guest players on different teams, however, they may NOT play in a lower division within the same age group.  Guest players must bring a copy of their primary futsal team's roster card to any game he/she guests in to ensure eligibility.

Inclusion Policy

(A) Membership of US Youth Futsal is open to all futsal and soccer organizations and all futsal and soccer players, coaches, trainers, managers, administrators and officials without discrimination on the basis of race, color, religion, age, sex, sexual orientation, gender identity, gender expression or national origin. 

(B) For the purposes of registration on gender-based teams, a player may register with the gender team with which the player identifies, and confirmation sufficient for guaranteeing access shall be satisfied by documentation or evidence that shows the stated gender is sincerely held, and part of a person’s core identity. Documentation satisfying the herein stated standard includes, but is not limited to, government-issued documentation or documentation prepared by a health care provider, counselor, or other qualified professional not related to the player. 

(C) US Youth Futsal recognizes 2 team gender classifications:

(1) Teams with females only are considered girls teams.

(2) All other teams are considered boys teams.

Pre-game Check-In
Roster cards and/or game sheets will be checked before games.  This is to ensure that all players are registered and the league remains sanctioned by US Soccer.  

Game Balls
The home team is responsible for providing the game ball. 
Size ball used by each age group
Under U12 - size 3 
U13 and older – size 4 

To order balls visit our website at FutsalStoreUSA.com.  Include team name, gender and age, number of balls needed and size ball and contact info of the person ordering. 

Do not bring outdoor balls into the facilities. They are not allowed for warm-up. Only futsal balls are allowed. Home team is responsible for providing a game quality ball.

Equipment
The wearing of shin guards will be mandatory for all players. Indoor, flat soled soccer shoes also must be worn. No jewelry.
  
Time Outs / Home Team Colors
Each half is 24 minutes - 2 minute half time.  Each team can call one 30 second time out per half.

Home team is to wear white or lighter colors. If Home team complies and there is a conflict, the visiting team must change jerseys. If home team does not wear light/white and there is a conflict, home team must change jerseys. Visiting teams centers off first.
 
Forfeited Games
If a team fails to show for a scheduled match, the referee shall allow a 5 minute grace period. After the 5 minutes, if the team has not yet arrived or does not have enough players to field a team (4), the game will be forfeited. The game will be tallied as a 3 to 0 loss for the forfeiting team and a 3 to 0 win for their opponent.

If the referee terminates a match for reasons other than an act of God or field conditions, the Heartland Futsal Competition Committee will decide the result of the match after hearing the official reason from the referee, and both coaches.

There will be no refunds for forfeited matches.

Forfeited games are recorded as a 3 - 0 loss.

Heartland Futsal Point System and Tiebreakers
Please note, Heartland Futsal does not recognize nor award division winners.  However, the scheduling system allows teams to track progress if desired.

The determination within the group standings is as follows:  

  • 3 points for a win
  • 1 point for a tie
  • 0 points for a loss

Forfeited games are recorded as a 3 - 0 loss

Tiebreakers

  1. Head to Head
  2. Goal Difference (max 7 per game)
  3. Fewest Goals Allowed
  4. Most Goals For

There are no awards given for winners of divisions

Ejections - Red Cards
If a player is ejected from a match, this should be entered on to the game sheet.

The minimum penalty for an ejection is that the player shall not be permitted to play in the immediate next match for the same team.

The maximum penalty, after review by the Heartland Futsal Competition Committee, may result in the individual player's or team's expulsion from the competition.

Coach Ejections

  • If a coach is ejected from any match, a referee’s report of the incident shall be turned over to the Heartland Futsal administrator by the referee.
  • The minimum penalty for an ejection is that the coach shall not be permitted to coach or remain on the player’s bench in the immediate next match for the same team.
  • The maximum penalty, after review by Heartland Futsal  Competition Committee, may result in the individual coach or  team’s expulsion from the League.

Games Cancelled by opponents
If an opponent cancels a game or does not show for the game, the other team may use the scheduled game time for their use. There are no refunds for games cancelled by opponents. If a team must cancel, TEXT or CALL the Heartland Futsal Director as soon as possible so we can notify the referees and give the other team a chance to plan accordingly. Cancelling a game not only short-changes your team, but your scheduled opponent. Games cancelled by teams will not be rescheduled until the $75 reschedule fee is received by Heartland Futsal. 

Reschedules
At time of registration, each team is allowed multiple conflicts if entered into registration system before registration deadline. If manager does not enter conflicts, no reschedules will be made unless a $75 rescheduling fee is received by Heartland Futsal. Heartland Futsal will schedule 8 games for each team.  


Games cancelled by Facilities / Heartland
We reserve the right to postpone or cancel games at any time for any reason such as bad weather or facility problems. Heartland plays games in all weather and only cancels games if the facility closes.  Cancellations are very rare events, so teams should plan on playing.  If there are games cancelled, reschedules are not guaranteed and refunds for cancelled games will not be provided.
